I vote for #1 its easier and simpler. If you have tactical/hunting divided then the mods will have another full time job moving tactical and hunting ads to their appropriate places.

I don't really understand what you're saying, we're talking about a database for stolen guns within the ODT community. Not a database for guns owned legally. This has nothing to do with the government, its just about helping other members locate their stolen guns by watching out for them.
The way I've got it figured up is if Okuma Steve wants to do it, it could be set up like the classifieds. When you submit an item as stolen you have a page similar to when you make a for sale ad with boxes telling you what info to put in each one, here is a rough sketch.
