If those kinds of filters are anything like the filters in a refrigerator they are designed that when they're twisted and pulled a thru-diverter stops the water from passing down through the filter. I'd get any numbers, etc. I could off the filter and look up the design, etc. on the internet...
I'm wondering if this inspector is a county inspector or one hired by the homeowner or connected with the sale of the home. Private home inspectors are notorious for idiotic 'fault' findings. It's like they feel they need to identify something bad to justify their fees.

You kill it by severing all the root feeds at the base. But you have to make TWO cuts at least 2-3 inches apart for each root feed.. I had English Ivy for 20+ years....
That's what I'd always done with poison ivy growing on trees....but I made TWO cuts and pulled out about a 2-inch section so no regrowth between a cut could happen. Eventually it worked.
