About 1980 I was taking a diesel mechanics course at the local community college. Since there was no budget for fuel if we were working on and needed fuel the instructor would send us to siphon some out of the athletic bus. We would take some cans and ride over on a forklift. One would stand look out for campus cop while the other filled the cans.

As a matter of fact I believe in the movie "Green Berets" with John Wayne there is a scene where Seabees are stealing material.

One character was "drafted" for that reason.
"You'll do your stealing for us, now."
