If I have multiple take downs can I use that barrel on them? Asking because I don’t know how all those rules work.

It is considered a rifle.
Therefore, you can use it on a rifle takedown or a charger takedown.
The foreend is factory Ruger so it may not look great with other brands but it will indeed work. The locking mechanism is universal.
Not really it’s a barrel/can so it has a tax stamp but it’s not “a firearm” so it’s not a rifle. this matters because of the ATF 5320.20 which you wouldn’t need to fill out for this but you would need to fill out for an NFA rifle (sbr) if headed out of town
It is 16" intentionally to avoid the SBR is my understanding..
Pretty sure you are asking if you have three Ruger 10/22 Takedown rifles, can you swap this integral barrel onto any of the rifles. Yes you can. It's not an SBR barrel (under 16") so you don't have to mate it to a specific receiver. So yes you can swap it onto any of your Ruger 10/22 takedown receivers.
