My issue (Similar) was the cut down .223 case necks were thick. I first annealed the converted brass. Double sized and then turned down the necks. I had to do the same with Hornady 300 Blackout brass even though they were manufactured and stamped 300 BO. I have about 5000 rounds of 223/300BO and I've stopped the chop & size for a while.
