That's probably Cupro-Nickel jacket.
Need a better / closer / clearer photo of the head stamp, but it looks like a military sealed primer.
iIRC, some of the Middle East countries used the “silver bullet” look.
I’ve had some .303 British from Iraq or Iran that had that look. It was corrosive, but, again , it was .303.
