Well, in Georgia the term "lawful weapons carrier" has a specific legal definition,
and it means you're eligible for a Georgia weapons carry license --which somebody 18 or 19 or 20 would not be unless they were serving in the military.
See OCGA 16-11-125.1 (2.1).
