What a crack head d@#k ! The only good defense against a weasel like that is to park in your garage / shop and leave the door down 100% of the time. People like that can totally figure out all your moves with just minor observations. He had total confidence that he would not meet any resistance, probably had a cover story ready to go if he had.

If I were the god of criminal justice, a second-time convicted thief would lose a hand on the 3rd conviction.

It's harder to steal heavy tools with a hook instead of a hand.
And it makes the guy more distinctive to spot and identify on camera.

This was my buddy’s house. But he runs (GM) our contracting company who also has an office nearby. But this was his personal house.
