Colt ar 6700 comp. has this red rubber piece in lower. Almost like a buffer. Was this for shipping or is this supposed to be there?

There used to tighten up slop between the upper and lower, I think its called an accu-wedge.

Someone didn't like their lower fitment. Not necessary.

There for any loose rattle....looks like a pretty standard type they have for sale... I have about 4-5 of them.....

There's nothing detrimental about using these, except you have to squeeze the lower and upper together to remove the pin. Probably not necessary but it stops the annoying rattle.

Except it won't. Upper to lower fitment has nothing to do with accuracy.
