It is legal for persons 18 and over to legally own a handgun. If the "kid" brought it in 2 years ago and has returned now at age 21, he would have been 19 when he brought it in, making him legal to own a handgun.

That might depend on whether the dealer actually did his job and processed it. I'm wondering if the dealer ever logged the gun into his book.If he filled out a 4473, the ATF knows where it went.
