Baiting Game

So I’m old and I’ve spent most of my life deer and hog hunting in places that don’t permit baiting. In 2018 Ga changed the law to permit baiting. So hunters who previously were limited to food plots were able to put out feed. My questions to those of you that know are as follows:

1) if baiting is acceptable for hunting why is it not permitted on public land? What’s the rationale behind the current law?
2) is baiting the same as feeding wildlife for viewing under the law? I can’t find anything that distinguishes the two.
3) In Ga hunting cannot be conducted within 50 yards of a public road. If that’s the case why didn’t they include a restriction for baiting that requires it not be conducted within 50 yards of a public road? Or is there a provision somewhere that I’m missing?

At issue. First, I hunt in the USNF behind my house. There are no deer there to speak of. Why, I’m sure there are many reasons but one reason I know for sure is because people who moved up here to the mountains from the cities think deer are pets and feed them in their yards. The other issue I have is these same people would never allow their pet chihuahuas to roam around the suburban streets. Why do they think it’s ok for motorists, and particularly me on my motorcycle, to have to dodge the deer they attract to the roadways because of their stupid practice of feeding deer in their yards? This endangers deer and motorists.

I thinking about crafting a legislative initiative that will allow baiting in the USNF. That might help keep deer there. I’m also thinking about including a provision that will prohibit baiting 50 yards from a public roadway, irrespective of whether it’s done on public or private lands, just it be consistent with current hunting restrictions.

I don't care for baiting for many of the reasons you cited. It encourages unnatural animal movements and congregation. This leads to, as you noted, deer on highways, and the propensity for increased cases of CWD in deer, due to the fact that they congregate in one concentrated area more often. I like the idea of scouting as well. Maybe I'm old fashioned.
 
Is it possibly your answer is that it’s USNF lands?
Baiting would be controlled state laws, but you are asking about US Federally owned lands?

Yes I thought of that, but the game belongs to the state. Not sure if the US Forest Service has any say over state game animals in the NF. They can sure make rules about how the NF lands are used.

Are you trying/wanting to feed wildlife for viewing?
 
I don't bait. Cost money and labor. On forest land, it would congregate hunters.
I wouldn't bait within 50yds of a road anyway. Promotes spotlight hunters. So the change would be welcome for me.
 
No. I want to get deer out of subdivisions and try and get them back into the national forest areas for hunting, viewing whatever does it for you.
Won't happen. Mankind has encroached too much on habitat. Plus the deer population was restocked. There's too many plants they like to eat on a manicured lawn

Agreed. We have severely degraded so much natural habitat that many native plant species are nearing extinction and the promotion of invasive species like the Bradford Pear tree is highly detrimental. Landscaping should prioritize the use of native plants to support local ecosystems and wildlife, rather than further threatening it.

I think the biggest push was to increase the pig population!
