Best (cheapest) way to make international calls?

I have a friend overseas that I really need to check up on. They're having some issues that can't be addressed in a email.
I know we have a lot of international types so I'm looking for a way to talk to them without breaking the bank.

I talk with with my son and grandkids all the time in Germany. We use WhatsApp mostly and sometimes Signal Just download the App (both end) and talk or video chat all you want.

Discord has a live chat function as well.
