Best low light scope for the $$

I also have a Vortex Diamondback tactical I'll let go for $125. If you're interested so there's a couple of inexpensive options you can try. And I can leave them in the cantilever Mount if you have a picatinny rail or using the AR. I also have a couple of 1-in rings you can use if you have a different setup.
 
It’s going to come down to price and objective lens size. Glass quality and size is what will give you the best low light options. Either high end European or Japanese manufactured scopes.
I was thinking in European countries where people can hunt legally before and after we can in the US, they seem to lean toward high quality glass and a very large objective.

I am a HUGE fan of the Zeiss Conquest V4 scopes. Personally, I think they are one of the clearest, brightest scopes you can get for the money. I swapped all my Leopold VX3HD's for Zeiss V4's. I even gave up my Leupold bino's for a set of Zeiss Conquest HD's I was so impressed. YMMV
