Best non-lethal defense?

Simpele, if the ddogs attack you, put them down. If the owner charges with baseball bat, put him down. I'm not risking my childrens safety.
 
A friend & I were over at his wife's parents old farm & campground.... We found a huge big old mongrel muscular part pit dead in the old road. had bled out of a couple of orifices. We were puzzled until we backtracked this big old mongrel to the old open air shed where there was a 55 gal drum that had a big old class jar of CHOCOLATE M&M's that were sitting on top of the drum---- jar was busted on ground & a whole lot of 'em were eaten. I really & truly love dogs ( love mine as good as lots of humans), but bad dogs are bad. A buddy has had all kind of problems with his neighbor in Lawrenceville, called animal control, filed complaints, tried to talk to the owner, who claims to be a dog lover & animal rescuer, but CANNOT & WILL NOT CONTROL HER MUTT! SOS all the time! He's had to control himself, & the "legal" channels have basically done squat in over a year. Paper trail exists but so does problem.........??????????????

I work for a utility company and we are provided pepper spray. I can get the name if you would like. It shoots a solid stream about 15ft. I have never sprayed a dog in the face, but I have sprayed it in their general direction and they do not like it at all.

To be clear, the neighbor with the baseball bat is NOT the guy with the problem dogs. He is a good neighbor who carries the bat to ward off the problem dogs. Those dogs and their thug owner (who does carry a large stick the very few times I've seen him walking them) live on another street in a different part of the neighborhood. When they get loose, they always seem to find their way down here.

dog must have eaten a lot of m&m's that or they were poisoned. there's not enough pure cocoa in m&m's to do harm to dogs. especially if they're over 30 lbs. i know from several first hand experiences.

Forgive me: You and your neighbors are clearly being menaced by these damn dogs and, by transitive property, their idiot thug owner. Brandishing a stick too, is he?

You're talking about the safety of your wife. Your dogs that are probably like children to you. Versus a couple of large, unstable, violent dogs hunting/attacking as a team? I think your reluctance to harm or kill these dogs is commendable and speaks volumes about your character. But given the ferocity of both these dogs attacking possibly from different directions, and how soon, in the course of an attack, they could be on you, your wife or pets, I don't think you ought to consider lethal means as a backup. Consider that there might not even be enough time to switch to that lethal means during the attack, before a loved one, or a neighbor's kid, is injured or worse. Do you want to risk this? Plus there have been documented problems with this thug's animals, so that should help in the case of inquiry.
I've had back-and-forths before with neighbors about noise etc, and worried, "Should I call the cops or let it ride this time?" Worried about possible fallout with people I live next to (kind of in the 'hood, btw), but I think when it's about keeping your loved ones out of danger, you are absolutely justified and should not lose a wink of sleep.

Sorry you are going through this, I don't envy you.
 
Used to ride a bike a lot as a kid. Best results I had was ammonia in a decent water gun. Get one with a stream spray. Even if you miss the ammonia their nose.

Another option is to call the local news agency. Explain the situation. Have them interview the head of animal control to see why there is still an issue.
