So what I’m gathering is: a non gun owner takes a firearms proficiency course once & they are good for life?
I was under the impression that you had to train with said firearms on a semi regular basis.
Heinlein has what I think is the right response to this idea too.

I have a cousin that grew up in a household with firearms. I don't how many or anything. I do know her Dad quail hunted. One of her brothers is long time LE. According to her husband, she doesn't want guns in the house.......To use them and maintain proficiency, Sure. But some people don't want to own or even learn how to use a firearm.
Demystification and familiarization with firearms would be a public good, just like knowing basic first-aid.
I just don't think we should be imposing that on people.

I have known some to start at like 2yrs old. I mean not all bad. If it teaches them to be safe around themSame... my daughter knew how to check and clear the action of any type of firearm very early.
She also learned to shoot them.
