Bullseye gun range on fire.

That's not what I was told... There's still steel plate, just not as heavy as w/o the rubber.

It is possible for someone to simply throw recycled rubber product on top of an existing steel trap, but that is not how a granular trap is designed to work. A granular trap consists of a metal frame (#10 steel mostly and definitely not AR500 steel) that resembles a staircase, a hopper system that sits on top and allows the rubber to be loaded/gravity fed, an upper ballistic plate to feed the high round into the trap and the rubber/pellets. There is no armor behind the rubber as it is not needed if the rubber is properly stirred, reloaded and maintained.

Maybe I misunderstood the steel 'staircase' you mention as being actual armor plate like in a 'regular' range.
 
When I've asked shooters why they are on an indoor range shooting 7mm Rem Mag or 5.56mm I get the usual, "It's the only place I have time to go to shoot."

I say to myself they aren't trying hard enough.

I’ve function-tested a few new-to-me milsurps on an indoor range over the years so I would know if I need any parts. Just a few shots....no tracers
