Can a gun shop sell a lower that's been purchased?

I bought a lower had it sent to a shop forgot about it. Called and asked if its still there and was told they sold it.
I purchased it from psa.
Payed the transfer fee
So everythings been payed for and they sold it with out consent and it was there less than a year.
What should/could i do about this?

I ordered it when i was 20 years old. They told me i had to be 21 to get it so i waited until i turned 21. Now i am 21 have my ccw ect ect
