Can anyone identify this projectile?

Somebody makes a bullet with a blue coating that is like a lubricant and is suppose to improve ballistic performance. It may been applied only in the part of projectile that hits the lands and groves. That's my best guess. Maybe by a reloader.
That's a good guess Greg. Could be a moly coated bullet (home kit) but those usually coat the entire projectile.
 
I guess if you have a bullet puller, whip one of the projectiles out and saw it in half. That jacket looks a bit too yellow to be conventional gilding metal.

If it's actually brass, it's possible that the projectile has been pickled. I seem to remember from years ago, in another lifetime, that there's a sulfuric acid-based blend that can do that, and as I remember it, it's pretty durable.
