His windshield washer fluid overheated. I hate it when THAT happens! 
You guys are silly. That’s smoke from his trunk hibachi. Burgers are almost done.
It’s an old picture. The guy was on a long road trip and the bug needed a smoke break.

Reminds me of present day seeing a millennial standing roadside with a flat tire and completely clueless. And of course clutching his cell phone

I kinda remember mine was lower than that.
Mine had a baja kit on it.
Big mud tires in back..
Had the 60 horse engine.
Had a header out the back.
No seat bottom in back. Just some old pillows.
No spare tire cause that was our cooler. Water was always leaking and people scratched their heads in wonder.
One time the throttle cable broke. Had a real strong friend pick up the bug while I rigged a new one with tie wire. There was blotter involved .
Me and same strong guy drove it in a deep hole in the creek. It killed the engine. We opened the doors. The water flooded in and we sat there an drank all the beer.
Then we walk back to the road. A buddy picked us up. Went to my dads. Got his old ford dumptruck and drug the bug around till it cranked back up.
After that the motor locked up an I sold it for $50.
Lotsa good times in that old super beetle bugg.
Think it was a 70 model.
