Can you get high quality replacement barrels for these?

From PTR I would say yes, but why would you bother rebarrelling a sub-$500 rifle?

the barrel replacement process is pretty involved if i recall correctly. i think there is metal cutting and rewelding required.

Correct, you need special tools and equipments to do so.
To set a correct bolt gap (critical) you also need to find a experienced HK smith.
It probably cost you more to replace the barrel than the gun itself.
