Cerakote shouldn't feel chalky if done right but often does when people dry spray it or use old or improperly stored Cerakote.
I've seen plenty of factory Cerakoted guns with that problem, especially metallic colors like burnt bronze are real easy to dry spray if the applicator isn't experienced.
I hate you had a bad experience, you definitely deserved better given what you paid, but am glad to hear they took the effort to make it better.
