In most cases the bugs aren't there after processing but the eggs are and the eggs are so small there is no way to remove them, as far as rice goes if you don't want the bugs it's best to buy the instant rice since it is precooked and all the larvae and eggs are killed, not much you can do about it you just can't them out especially in grain products.
 
I had a bunch of 5 gal Homer buckets that I stuffed with bags of rice and sealed for long term storage. A few months later I opened one for some reason and there were worms everywhere. I pitched all of it.

Now we just stockpile canned goods.
