Concealed carry guns for your girl.

Yeah she’s not thrilled with .380 for stopping power so really want to stick with 9mm.

Yeah Inwas thinking about lighter spring for the shield.
That's a common myth... the .380 isn't as weak as she thinks. It's up to you she and you of course, but there are other things to think about like balancing speed, precision and recoil from a small gun. This article points out:

If she's comfortable shooting 9mm out of a smaller gun, can control the recoil, and get combat-accurate hits rapidly at 5-10 yds then by all means choose that.

Most of the time Glock 19

Second Glock 43

Third Smith and Wesson 442 with the low pro hammer.
 
my itty, bitty wife (5'3" 110lbs) carries a 637 Airweight, and has done so for many years before we met. her dad is a believer in .38spl, and taught both of his girls on an old model 36 with flat latch and square butt. the Airweights are snappy as can be, but shes not recoil sensitive. if you could find a 36, or 60, and stoke it with critical defense in 110 gr, she'd be well protected...
 
My 3 recommendations (no experience with shields):
Glock 43 my wife loves shooting it, but as mentioned above has a hard time racking it.
Sig938 wife likes shooting it, and can rack it and use it properly also has the thumb safety.
S&W .38 special wife doesn't like shooting more than 25 rounds through it at a time, but shoots it well and much simpler to use compared to the magazine takers above.
*Side Note- My wife was able to rack the larger frame handguns IE: Glock 19 much easier than smaller frames.

To my understanding regarding the legislation that was passed- You are not allowed to carry in classes with students under the age of 18. KSU has a place on their Student Web page (Owl Express?) to search your classes to verify the age of other classmates is over 18. They also had a long document regarding their policy and the legislation.
 
Maybe try showing her alternative ways to rack the Shield. The shield is awesome. In reality racking it will be something she only does when loads a magazine. When she reloads all she has to do is pull it back enough to release. There are some videos on you tube or maybe an instructor could show her a way that works for her.
