I have a question- how do you keep 150 million people contained in quarantine if they decide to leave?
Nuke the entire site from orbit?

If they decide to leave, their Communist totalitarian government will give them a free vacation at a re-education center.

China isn't known for their human rights record. Something tells me they are being forced to stay at gun point. I'm sure the military is involved.

Public transportation does not work. Gas stations are empty. All gasoline has been requisitioned by the government.

An unarmed populous is far easier to quarantine...what are they gonna do? Throw rocks? And yes, in those numbers they could easily overpower any traditional ground force barricade....but many would have to be willing to die to do that. A populous kept as sheep, treated like sheep, and happy to be sheep...will not consider the sacrifice as worth while...
