these are distributed throughout the region and then all the multi-unit purchases are tracked to create a database of potential 'targets' to surveil. What are the odds that someone that would purchase multiple units of these may also potentially possess large quantities of ammo for such? This might be valuable information to someone (insert three letter agency of choice). These sales 'meta data" information ie; CC #s, names, addresses are easily acquired by anyone that wants to purchase such for "marketing" purposes. Big brother is always watching. Just sayin.
