We all ought to have that conversation about using force against shoplifters, especially a single shoplifter who is slow and weak and small compared to the person doing the arrest / detention.
She had a gun in her hand, so I'm not so sure the "weak" argument is applicable here regardless of us knowing it was unloaded.
(Hypothetical example: I'm a customer at at the front door through which the bad guy is about to escape in one second, and it doesn't look like the pursuing store employee is going to catch up with the bad guy in time to make contact still inside the business.)
Here's how it could have happened: A customer at the front door comes in, sees someone running towards them with a gun in their hand with Shep after them. If said customer were to draw their weapon and fire at the shoplifter, who has a gun in their hand, then is the force justified given that the customer who just came in has no idea if it's loaded or not? This could have gone a whole lot differently if Shep weren't standing within feet of her.
