I'm going to start another AR build to keep in my car. A very simple CAR15 clone. I currently still am a GA resident but I am located in PA at the moment. I'm wondering what my options are to purchase a stripped lower.

negative... He's still a GA resident and as such can not buy a stripped lower in PA. Tried to buy a stripped lower from PSA while in Columbia and was told its a nogo since it's not a rifle or shotgun at that point.

Nope. Without an upper, the lower still transfers as "other."
