Even a moron gets his money back sometimes

I'm not sure how to feel about this. I'm glad for him he's getting his money back, but I don't see how it's anybody's obligation to return it to him and what pot of money is the refund coming from? I may have missed it in the article. But I'm positive the Nigerians ain't the ones offering the refund...

Western Union is footing the bill.
"Last year, in a settlement with the Department of Justice, Western Union admitted it knew some of its employees had conspired with scam artists to bilk people out of money and had failed to fix the problem. The company set aside $586 million to create a fund to refund victims across the U.S. and Canada."

If you will send me $50,000 in new, crisp, unmarked, non consecutive hundred dollar bills I can get back your friends original$100,000 and then refund your $50,000, nod-nod, wink-wink.

will all the people bilked be getting a refund? asking for a friend
Only if you can prove the western union payment during a certain tine frame

The argument is western union intentionally engaged or ignored risky recipients even if they had prior complaints; so therefore they profited from it and are partly responsible
