Doppler is the measurement of sound waves to determine motion.
red shift is a visual phenomenon where Doppler is calculated based on sound waves reactions. Which is not based on observations but measured in the sound waves
Meaning Doppler uses a know frequency with well established rates of measurement. Like using a radar gun. Where red shift is observed.
