Your first map shows the Red Flag Warning areas in California on November 11th. These areas are not on fire.
Paradise, CA (Camp Fire) is over 80 miles North of Sacramento, where the HSR line ends.
Malibu (Woolsey Fire) is on the West Side of Los Angeles County. The HSR is planned for the Eastern half of L.A. County
