Depends on the situation. If you are talking two thugs banging away with no hearing protection then you might be able to get behind them and place a shot in each skull without them knowing you are there. From a roof top would be easier and safer but they most likely would die without hearing the shots.
Something like these two guys who were prepared when they robbed the bank in LA took 400 cops and lots of bullets spraying everywhere.

Those guys couldn't shoot back. They were nothing more than prey waiting to be butchered. That's what happens when a country takes your way of defending yourself away. France has more strict gun control laws than Chicago. That's a recipe for disaster!
people keep saying they would have done this or that, but i think alot are failing to realize theres a big difference between a random guy running in with a gun and a planned attack. This was very thought out and lasted only minutes before they were gone.
If within my range shoot them both, preferable head shots.
