Can a civilian own a fully automatic weapon? If so, what license or stamp would they need to get to own one?

yes. about 12K for anything decent. BATFE has all info on their site. Any FA made prior to '86 is legal to own. Regular NFA stamp - same as SBR, SBS, suppessor, etc...
 
In a nutshell, congress wrote a new law in may 1986 making the construction of full auto weapons for civilians illegal. All new full autos are restricted to LE, Mil, and SOT paying dealers*.

*some restrictions apply depending on type of license
