getting first bow

Yep the draw is way too long. Also consider safety. if the draw is really that far and you let the string go. Ever had string burn on your forearm, well imagine it on your cheek.
 
If it is going behind your neck 4 inches, it will not be able to be adjusted....its to far. Most bow adjust in I think 3" ranges...28-31,31-34...sounds like this one needs 5 to 6". Bows come in all diff sizes and configs to suit all the diff type ppl. Make sure you get one in your range or you start off wrong at the git go.
 
I think it is the frame size that determines the draw length minimum and maximum.

The draw length is adjusted by moving the string to one of three buttons on the cam. And you can get different cams. The different cams are usually to adjust the let-off percentage.

loosening and tightening the limbs adjust the draw weight.
