I wouldn't think so.
If he has already filled out paperwork, and then sends someone else to pick it up, under his name or not, technically it would constitute a straw, because it would seem OP did paperwork for whoever he sends in. And then the person to pick up for OP would pay for it, so it would then be considered a straw, as he is buying a gun for someone else. Gun stores don't play around with that kind of stuff. Could lose their FFL over that.
