It is correct grammatically.

I am not sure.

I was always under the impression that it is "either/or", "neither/nor", i.e. that they had to be used together. So the correct wording should have been:

"Neither the owner, property management, nor the parking operator..."

That is traditionally correct but it is not an imperative nor is it absolutely necessary.

There's nothing wrong with the wording on the sign.

Hmm..they can claim all they want about their lack of legal culpability but I'll have my lawyer truly test the bounds of their responsibility.

Here in 'murica..I can sue for anything at anytime. Doesn't mean I will win the lawsuit but...the possibility exists.
 
It means they know what thugs are around and you cant drop your guard for a second....i wish A-Town would wash into the chattahoochee and take a trip to the gulf
