I've done it but not for small deer. We had a real big buck that got hit on the paved road near our deer camp. One of our members came to camp and told us about it. We left right then and when we got there the rack was gone. Less than 5 minutes. I have a cordless sawzall in my tool box so I won't take the entire head. Just the skull plate.

I pick up sheds and remove antlers from road kill, to use on projects. I've used them on hat racks, picture frames, and other things.

Hopefully, he is going to use it for something good. Maybe he is learning how to mount and needs subjects to learn on that are not someone's prize deer.

I wouldn't think that he would mount something that small unless he is learning how to do it himself like he said^. Kinda weird though. I could see that if it was a booner.
