If massive power outages, Govt. tyranny were to happen I think the ones that would suffer would be the inner city duechenozzles. Country folk would be fine, we'd survive and troll into the cities when we needed to get more clothes I really don't think they could "survive" much less find their way around in the dark without streetlights.
