In for video. Based on the mortars I shot at New year's, there could be a potentially lethal concussion. In surf, that's a boon, but maybe problematic for the enthusiasm folks.

When we were kids we would empty out m80s and put the powder into PVC. Not super reliable but creating a pull pin by tying a match into two strike pads made it pretty fun for us.
i say it will work.
If you use a small explosive that was built and marketed as a firework, safely and legally to celebrate, great. It's a firework and has an exception to the NFA and state laws against building bombs.
But if you make your own explosives as weapons to be used for tactical training...

yep, check out http://www.enolagaye.com/. they have a pea grenade thats pretty load. its a pull pin style for paint ball and airsoft. use that for training, wait til the world ends to do anything else...
