You said "unmarked lower" and I don't see a serial number, or am I just missing it? I am not a lawyer but I know there are a few on here (plus many wannabe types). If there is no serial number, are you concerned about selling it, since the ATF seems to be somewhat undecided on how the re-sell/homemade "80% lower non-firearm" market should be treated? I know the part about "intended for personal use" but then moving to the part about selling it would concern me somewhat.

Anyone care to educate me/us?

As I’m not a commercial business, selling a firearm to an individual for personal use is not an issue. Are your plans for any intended firearm purchase not for personal use? Are you an arms dealer? Are you a terrorist army? Illegal mexican invader?

I understand what you are saying/thinking but the ATF has stated a "preference" for including a serial number WHEN you sell it. I am not trying nor wanting to argue the point... I, personally, would be reluctant to buy a 100% completed lower that doesn't have a serial number. As the buyer, what does the law say if the new buyer decides to sell, since the new buyer was not the manufacturer? When you built it, I assume you never intended to sell... what does the next guy do?

Again, I am not trying to argue but, instead, trying to educate myself in case I ever run across an un-serialized firearm that I want to buy.

Below is one paragraph on the ATF's website that just makes me go umhhhhhh... especially the last line that says "A firearm that is transferred to another person must bear a serial number."
