Outer shell has a few handling scuffs.
Has wheels for easy moving and airport travel.

Yes it can be locked there are loops to place your own padlock through one on each end of the case. The latches themselves do not lock

Over all length including wheels and handle 54” long X about 15 3/4 wide

The locking rings are not covered in metal but could have metal inlaid I am not sure. I would need to measure max length inside. There was a S/S Browning A-Bolt in it. The second cut out has not been removed.
