Living in Cherokee County vs Bartow County

I'm looking to buy some land in Bartow east of 75 off Hwy 20, and the prices seem a good bit lower than across the border in Cherokee County west of 575 on Hwy 20.

Is Cherokee that much more desirable than Bartow? Is it the school systems? Politicians? Something else?

Not sure as I’m 23, we bought our house 3 years ago. I have seen several signs in yards in bartow about keeping the school tax exemptions for old folks.
 
It is a huge difference in Cobb vs Paulding. I think it applies in Cherokee but not sure about Bartow. Could look it up but I thought the real estate pro might know.
