Man Gets Prison Sentence For Collecting Rainwater On His Own Property

I heard somewhere that the federal government has laid claim to all water sources and 50 feet around them. I suppose rain would qualify.

I've looked and I can't find anything to substantiate it so it may be completely bogus, but it sounds like something they'd do. Anyone know anything about this?

Just to be clear, there is a difference between collecting rainwater and damming streams. If I was downstream of him and he stopped water flow to my property, I'd be pretty upset about it. But I'd probably just blow up his dams, not see him put in prison.
