Marks on 9mm cases

When resizing brass today I found these. Are they ok to reload and what causes the marks? They look like cannelure marks.

Yep some ammo manufacturers put them on there. I never really thought too much about them or even why they are there....

If he has done it, it is safe to do. Probably reloaded more ammo than you and I have shot together in our lifetimes.
 
I think that groove is there in order to create a ridge on the inside that will prevent the bullet from being pushed deeper into the case; when a semi-auto gun takes the bullet from the mag to the chamber the bullet is slammed face first into the barrel ramp and could be jammed down into the case.
