I think it depends greatly on how responsible you believe him to be. If you hold it for him so that he can go range shooting with you when he is with you or with his mothers permission, he could have it at his home. This is not a "one size fits all" question. You and his mother discuss the pros and cons and reach a decision. I do not believe that his age alone is a disqualifer.
