Shaw offers it for bolt actions but not ARs.
Bear creek has a 1:9 for ~$50….

For light bullets he’ll need a 1:9, 1:10 or 1:12. The lighter bullets separate and splash at higher rpms….. first hand experience here.Proof research will get you there, just not with a 1:9 twist. This is 77gr from 1:8 twist.
I didn't hear any min. cost parameters I just found some and listed them. I'm sure if you want to spend 650 bucks on a barrel you can get any twists you want. Of course I wouldn't buy one but you never know what other people want or will settle for.At the other end of the spectrum (Vess may not approve) you can buy a Krieger DCM barrel. They make one in 1:9, 18" SS. No muzzle threading I think. Inventory number O39. Dust off that billfold though.
