Here is the thread from which I found the data. There is more buried in it.
I really think the reason for not showing starting loads is because the powder just does not perform well not because it has any dangerous burn characteristics, or they are not shown because the data came from a source that only lists max loads--not uncommon.

H110 or W296 are completely different, they do not work well in low pressure loads and will burn erratically.

HS7/W571 is used in shotgun, 45, and 38, all of which are low pressure.

The practice of following published load data is an important one and I agree with you guys above. I guess the OP can look through this link, maybe there is some good info.

The W571 column is what you want to use for HS7.

This was on another sight, it is from a manual that only lists max loads.
