It is odd that right after a chunk of metal flew past me when my neighbor was cutting grass, a nice thick stand of bamboo just magically appeared.

Forget about her pipe if your basement is dry. You can’t redirect that big storm flow by messing about along your fence line, and her little pipe isn’t changing that big storm flow much. It’s an upstream (increased runoff) and/or downstream (decreased flow capacity) issue.
If you want relief try to find out if the big storm flow is missing a storm sewer inlet upstream, or is constricted downstream. Maybe the City can fix that.
The best time to investigate is during a big flow, of course.
