Could be due to ring spacing, ring diameter needed for an odd ball scope, scope height desired by the shooter for some reason, etc., too many probables exist to list them all.

Could be as simple as it was what came with the scope I bought off here

For target shooting when you sit behind the rifle and shoot mostly free recoil a cantilever high mount works really good, but otherwise I want a good solid cheek weld.
