I've never been to an ODT swap meet, if i want to purchase a gun i like, or sell them a gun, or trade guns, is a bill of sale and other paperwork required, or is it just like buying, selling,trading here online where it is up to the buyer and seller to report it to the government?

You would be engaging in commerce with other private individuals, the vast majority of whom do not hold FFLs. As such, it's up to you and the other person to determine the rules of the sale, same as if you were buying/selling shovels, chairs, or whatever.
