Criminals carry to facilitate rape and robbery.
Gang members also carry to both ATTACK rival gang members and DEFEND THEMSELVES when they are attacked.
Ordinary citizens may choose to carry to protect themselves from any of the scum mentioned above: criminals or gang members.

Judging by the pictures on the bin, are they trying to get people to turn in broken bottles and screwdrivers too?
What does the Cookie Monster have to do with it? Oh I get it, they're trying to get the 5 and under group to turn in their playskool or little tikes tools and any broken baby bottles they might have laying around.
